Look at the page code in incognito mode, whether there is, in principle, the connection of the necessary style files. And your message looks like "nothing works, what is the reason?" ) And where it does not work, on which site - there is no information.
To begin with, disable all compressions and merging of style files in the settings of the main module and see if the situation changes or not.
Have you cleared the cache completely? In the admin panel, there are several options for resetting the cache.
