What's the problem with uploading files in the new Google Docs interface?

Many have noticed the improved Google Docs interface. It has a lot of new and convenient for me, but there is one problem, I can not download files. Instead of downloading a file, some kind of HTML page is generated.
There are no problems with the old version.
Tried under different OS, Windows, Ubuntu - same result. I tried to generate an archive of files and download it. to no avail. I am using Chrome.
I don’t want to stay on the old interface, because. the new one implements the ability to switch between accounts, which was very lacking in the previous version.
Tell me what could be the problem?
