What's the point of hash tags on twitter where everyone reposts each other's posts?

There are many messages on Twitter with tags like #FF_Ru, #TeamFollowBack, #ru_ff, rufolowback, #ReadMeAyaYou, #mutualFollowing, etc. What is the meaning of these tags? What's the point in a huge number of reposts of your useless message (like 'contact requires SMS confirmation that I'm not spam?') by strangers?

Not everyone’s physiology allows you to measure peeps, so at least they can boast of the number of subscribers. There might be some other reason, but I'm not sure.
