What rights to set dovecot.passwd?

Everything works, but errors are pouring into the log /var/log/exim4/paniclog

failed to open /etc/dovecot/dovecot.passwd for linear search: Permission denied (euid=115 egid=119)

Initially, the user was dovecot, the root group
Changed to root root, nothing except the euid in the error changed

You changed something in the wrong direction, Exim usually doesn't start as root - try changing the owner/group to Exim's user. I do not propose to open for reading for everyone for obvious reasons.
