What responsive design tools do you use and why? Point in the right direction?

Don't be stingy with newbie advice.
Googled everything that is possible and not possible ... but I never came to an answer. On the contrary, only more confused.
So, briefly about the purpose of this post.
Since I got acquainted with the layout of adaptive design not long ago, I don’t know all the subtleties.
But after I spent a whole day looking for the information I needed, the conclusion suggested itself.
You can’t trust a client, often ........ although not often ... it would be more correct to say that the
vast majority of clients want layout designers to invent for them (clients) a heavy, not semantic and not beautiful, with a bunch of unnecessary details, a mobile bike .
And even if you say, why do you need to load the resource with a bunch of unnecessary styles, libraries,
you can make everything work the same way, and even better, only without all the extra garbage, they all as one tell me I need Bootstrap.
It's not clear why this is so, but it is.
Maybe because of the prices, or maybe just the mainstream.
By no means am I saying that Bootstrap is bad, but even for me, a beginner, it was clear that its use for some tasks would not be justified.
But my friends, we work with clients, and we have to teach what they want =).
Let's move on to questions
Items (heavy, not semantic and not beautiful) the client receives as a gift because of his desire to pay little and at the same time receive the finished product in a very short time.
Therefore, they appeal to beginners who do not use bootstrap, but only part of it without cutting out those "no details needed" that I mentioned above.
PS newbies who were affected by the above statement, please do not be offended.
This was not said in a personal or any other way, and in general it is not about you =)
There are no complaints about you, it's about something completely different, so let's move on.

However, what if we use it at the LESS level and, let's say, make bootstrap templates?
Will such a problem as heaviness disappear or not?
Is it possible to type almost pixelperfect? For example, use 24 columns...
Or is it all a utopia and there is a more convenient solution?
In answering, I ask you to take into account the financial side. Still, bootstrap is very popular ....
If you don’t know the answer, I anyway wanted to know which tool and why you use it. I
myself initially looked towards Bootstrap, but after criticism, I thought about changing the direction of the vector.
But I don't know which way to look.

There is no difference, you can use anything, for example
1. a set of your own grids
3. choose the right portion of bootstrap for each project
4. susy
5. grid960
Bootstrap does not interfere with pixel-perfect in any way, although its expediency is reduced in this case

For a year now, I have probably been making an adaptive for online stores under OpenCart, and media queries have not let me down yet, I use bootstrap only in extreme cases.

The whole problem of adaptability in frameworks is that some standard permissions are stupidly defined there. This is not interesting at all, breakpoints should still be determined by blocks and their relative position, therefore, the most important tool in adaptive layout is eyes
