What programs for comparing sources have the function of manual comparison?

Advise a program with the ability to manually match blocks / lines (as in Total Commander). There is no such function in WinMerge and TortoiseMerge (at least I didn't find it). Totalcmd is not suitable because there is no syntax highlighting and other functionality from the above programs. The prog is preferably free or inexpensive (<=1500 rubles).
