What programs are there to easily create diagrams and diagrams?

What can be used to conveniently create such schemes? I mean not just throwing shapes, but linking them so that when you move the lines are attached to the shape. I saw something similar in PowerPoin, but it's not very convenient to use it for this ppc plus it's not very convenient to change the size of the canvas.
There was also softina, also from miners, it was created specifically for schemes, but it was too heavy plus paid. What are the options so that you can make such schemes quickly and without torment? Here is an example.
