What program to choose to create a video server on CentOS for recording an RTSP stream?

There was a question about creating a video server that will collect video from cameras using the RTSP protocol and write video to a remote FTP server.
Should work in daemon mode.
To be able to beat files into parts by date and time; controlled the free space on the remote server and, if necessary, deleted the old video; also had motion detection tools with sending a screen to the mail.
