IPFW - if there is a desire to understand.
And for good, such things should be done on a network piece of iron or on an adequate gateway, Windows is not particularly well suited for this business.

I would do it on a virtual machine. 2 pieces, one with a gateway (we cut traffic on it), the second opens pages. The gateway can be installed both on linux \ freebsd, and deploy there, for example, Mikrotik X86
