What program do you use to simulate drawing with a marker on a whiteboard?

And advise the program for animation drawing on the board. I want to make a video that explains some things, but it has the effect of drawing with a marker. For example, a circle or some text is smoothly drawn at a certain speed. The story goes along with the drawing. Well, or for example, there is a presentation, and on it some elements about which the story is being told are underlined with a marker.

There are online services for making these doodle videos
. Of the software, I will only suggest Adobe After Effects, but it is expensive and will require some training in the tool. There are lessons on YouTube ( tyts ).
Perhaps there is some specialized software simpler, but I do not know.
