What program can read text files from the command line?

I need a program under WINDOWS that can read aloud text files in Russian, so that I can run it from the command line, specify the file name in the command line parameters, and it would immediately start reading it aloud.
Please advise what similar programs you know (you need to start from the command line, it is possible with a graphical interface, but so that the launch is from the command line)

Almost any of them can be launched from the command line.
