Logically, Roskomnadzor should do this, because a certificate is almost the same as a license to provide communication services. Write to them - maybe they are already planning something in this regard.

What you mean is called webtrust.
It is not enough to simply deploy a PKI to issue SSL certificates for websites. You need browsers and operating systems to trust your CA. To do this, you must comply with many rules and regulations. For example, the generation of a key pair and the creation of a certification authority takes place under the special control of several people, including an external auditor. This procedure is called "key ceremony" (key ceremony) and can last all day. It is not allowed to take laptops and gadgets into the room where the key ceremony takes place, and it is also impossible to leave this room (toilet - only accompanied by a security guard and + journal entry + stop of the key ceremony).
In a nutshell: difficult and expensive.
