What portal CMS would you recommend for a social project?

I would like to do something similar in terms of functionality, in particular, I am interested in my own likes / dislikes.
There is an idea to make a social portal with police officers' ratings, that is, a video and under it the user's attitude towards the policeman + comments.
Criteria for CMS are as follows:
1. Minimum development (so that as much functionality as possible is in it itself)
2. Not Bitrix
3. Ease of layout: so that the template system is not sophisticated and again
4. Ease of editing from the admin panel
5. Up to 15 thousand rubles, if proprietary.
The project is social, non-commercial, so the low cost of development is very important.

For the described purposes (a page, a video in it, comments, some rating system), in my opinion, almost any CMS will do (except for specific forum ones), because these are all their main points.
At a glance, this can be done very quickly and not expensively on Wordpress, a little more expensive on Drupal (pricing, in my humble opinion, increases in Drupal).
