What PL to choose for the control program for the database?

Advise on which PL to write a control program for the database? The database will be small, but in the future it is POSSIBLE, but not a fact, it will be very large. While we are talking about ~ 200,000 records. Cross-platform is welcome.

php? There are also browsers for DOS. Much more cross-platform.

Choose not a language, but a developer who is ready to complete the task.

You're eating a chocolate bagel on the wrong side. The database is the data storage, processing and output is the task of the PL you are looking for. And specifically, the PL is selected for the business requirements for the project.
