It just seems this way to you.
If you do not have full rights to comment, then your comments must be approved by at least the author of the article. And if the author is lazy or if he does not read the comments, then there is no approval. Well, approval may arrive not today or tomorrow, but in a week, all this time the comment will hang "on moderation".
A very small percentage of comments go through PRE moderation. Approximately 1%. Judging by the comments to my articles.

For my articles, a maximum of 1/20 comments falls to me for moderation. As for the comments that I don’t even reach approval, I don’t know. My comments seem to be all published
