What package to use to implement alerts in amin panel for laravel?

How to implement this kind of notifications in the admin panel with laravel?
I never made them. There are a couple of ideas in my head, but I still don’t understand how to organize their storage and separate the display for different administrators.
As I understand it, you can check the time of the last admin login and display new ones accordingly.
And about the grouping of alerts is not clear.
