In principle, now there is IntelliJ IDEA for Java, which is cross-platform and works well. According to my personal subjective - it's faster to develop a bit under some kind of lightweight Linux like ArchLinux'a. The main thing is to have an SSD RAID on board, or a fast PCI-ex SSD like this or that . In principle, when mastering ArchLinux, you can very sourly understand all the intricacies of this OS, which cannot be said about other distributions - the main thing is to have a tablet at hand with the ability to google as needed, since the archa wiki covers a lot of specific points.
In my opinion, advice here will not help much, you should try a couple of the main ones and choose the one in which it is easier for you.
if you don't know much about w7, then learn *nix right away. And the benefit will be to experience and you will feel easier.

Best of all, of course, is OS X, but since you already have Windows, you can also use it. Later, Windows can start to create a bunch of problems, especially if you need software that runs on a different platform, but at the initial stage it’s definitely enough.
So far, there is no point in "running" to another OS. With Windows, it's easier to understand the components for development (installing jdk, jre).
