What% of plagiarism in texts does google play and apple store allow?

The rules of google play and apple store are: it is forbidden to copy content from other applications without adding any original content or value

But how is this part with original content determined? I mean, is it a couple of sentences or is it a completely revised text? The question is for the text inside the application (not pictures, logo, title, etc.)

What is the minimum% uniqueness for the text in the application is acceptable? To prevent google play and apple store from demolishing it

Google Play and the Apple Store do not explicitly check for uniqueness, but usually respond to complaints. The percentage is strictly individual for each case.
If you want to copy someone else's application by changing the icon and make money on it - it's better not to do this, but not because of the rules of the stores, but simply humanly, there is already an abundance of garbage there. And most likely you won't even get banned.
If you have your own idea, not implemented in this form in the store, then no one will look at the percentage of text identity (unless, of course, the texts are protected by copyright, but, again, this is not checked by stores).
