What needs to be done so that when accessing a specific address, the computer accesses localhos?

The setup is the following.
Apache is on win 10. The site is located at logreel.com on localhost.
The hosts file looks like this:

127.0.0.1	logreel.com
127.0.0.1	longpoll.com

If I connect to the Internet via ethernet directly, then everything works.
If I connect to a proxy, then the computer does not access the local logreel.com address, but the logreel.com address on a remote server on the Internet.
If I'm sitting under a proxy, then when I access localhost , everything works, but not to logreel.com.
There is a tick in the proxy settings, but for some reason it does not work.

Doesn't bother loogreel on the skinshot instead of logreel?
