What needs to be done so that Notepad++ and VSCode start writing Russian letters instead of hieroglyphs?

Hello, dear Khabrovites. This is my first appeal, please do not judge strictly, but if anyone knows, tell me.
I write in Notepad++

print ("Hello, world!")
print ("Hello world")

and the console outputs:
Hello, world!
╧ЁshtхЄ шЁ

!UTF-8 encoding, without DOM
!Autodetection of encoding - disabled
but Russian font is not displayed.

It's the same with VSCode.

Maybe a problem with fonts?
Just demolished win10 and installed programs under win7. Maybe that matters too?
I would be grateful if anyone can help and explain.

I had such a problem with batch files. It helped to create a file in OEM 866 encoding
