Very much depends on requirements (the customer or to certification). For example, it can be:
1. a network-controlled socket block
2. equipment that performs ip-kvm/kvm/out-of-band management functionality
3. temperature and humidity sensors by zones, smoke, opening of rack doors
4. external critical/major alarm /minor/warning (quite optional)
5. rack hood (usually a fan unit installed instead of a cover if the rack air conditioning is not vertical and there is no raised floor in the data center)
6. security cameras
7. antistatic wristbands

Only the servers and the rack itself are obligatory, and the sockets are probably (better controlled, although I, having such ones - I have never used them - I was lucky) everything else is optional and depends on what is outside the rack.
