What mathematical models are used to describe the Smart City?

Banal logic suggests that any city consists of buildings, structures, communications and population (residents). It is logical to assume that a "smart city" consists of "smart" buildings, structures, communications and, most importantly, smart residents.
In short, your task is to mathematically describe smart buildings, smart communications and smart people who will use it all. The task, frankly, is not trivial. Start by answering the question why there are no smart cities in real life.

I will answer briefly about the Smart House (I have not met the city yet).
Main tasks: comfort and economy of resources.
Basic systems: access control, alarm sensors, climate control, automation (lighting, curtains...), multi-room (video, sound), remote control.
