Start by learning other frameworks to understand how they work in order to write your own.
I advise you to start by learning Yii2 and Symfony. Yii2 is quite functional and easy to learn, when like Symfony .... I won’t even say what it is, I haven’t used it, but there are a lot of smart developers there (large community) and its libraries and developments are used in other projects.
