What library to use to create graphs?

We need the most simple charting library, which has a vertical line (I don’t know what to call it) that displays the values at the intersection point with the chart and which can be dragged with the mouse. In all the libraries that I found, either this line is not there at all, or it follows the mouse when it is moved (for example , www.highcharts.com/stock/demo/basic-line ), but I need dragging. I don’t really want to write myself, because. I myself am not at odds with JS ...
It is necessary to be able to call a certain function when the user starts and finishes ("releases") dragging this line as well.
2 axes. Vertical values are from 0 to 50-60, horizontally from 1 to N (no more than 100, 200).
Ideally with support for mobile devices.
