What library to use for such image processing?

There is such a well-known game of monopoly. Its modification Bank Without Borders is quite popular. This modification uses a "terminal" and bank cards. But the capabilities of the terminal are not impressive. Only balance accounting and transactions. I would like to write an application that could be used instead of this terminal. The application should scan cards, display a detailed list of transactions, etc. The hardest part is scanning the map. They look something like this:
