What library to use for machine learning bot?

What is the best machine learning bot library to use? So that the bot learns from the "conversation" of people and begins to respond realistically.

IMHO, a neuron cannot be used for this, because there is simply not enough data.
In theory, you can take pre-trained neural networks, such as GPT-3.
You can also use Markov chains, or some other non-ML approach.
