What library to compare texts by meaning?

I want to ask if there is a ready-made application that allows you to sort texts by meaning?
Let's say these texts are about football, and these are about cars? Or are these texts of the same news from different sites?

Meaning can only be compared when there is a base of similarities : expressions (phrases or a sequence of words) that carry the same meaning.
It is necessary to bring the 2nd line to a single form:

The company started to create a new product.

and change case:

The company started to create a new product.

Now, these two lines will be the same:

The company started to create a new product.

The company started to create a new product.
