What libraries with books in English do you know?

Recently, more of course, for the sake of raising the skill of reading in English, I tried to look for thin. literature of modern English-speaking authors. Unfortunately, I didn’t find anything but some general torrent distributions there, and Google often gave out analogues where you can download in Russian.
Are there really no even official libraries in English, or is everything so bad in this "decaying" west?

If it's bad and it's free, I advise you to master IRC.
