What language + engine + IDE (or partially) to choose for developing a 2D game (not a platformer!)

There is an idea for the game. Inside is a huge GUI-set and many, many pages, text, etc. Ie. you just need gouish controls (high quality, a lot) that work with directx, opengl, etc. I know basic programming and it’s difficult to google this topic, there are only engines for platformers around and it scares.
I really like the football manager game engine (but it's their own design).
Hunting something similar.

Qt / C ++ and QtCreator as an IDE
Both a developed GUI creates, and a good flat rendering engine,
and supports OpenGL hardware acceleration.

You can try cocos2d-x JS / Lua with their own IDE + there is an editor (CooStudio) for visually creating game windows (and not only).
On the plus side, the game is very easy to make. Code edits (lua/javascript) are picked up on the fly. Cross-platform and free.
