What language and framework is preferable for writing and maintaining a freelance exchange?

Good afternoon, there is a need to write a small highly specialized freelance exchange. When placing an order, however, many questions arose, the main one of which was: in what language is it better to write it (taking into account hosting and further support, including possible alterations)?
As I understand it, the possible options are: PHP, python, ruby, others. If PHP is better as the most common language, then which framework? Also the most common, like yii?
There is some cotonti, which already has a ready-made solution that suits almost everyone, but its uncertainty frightens, and therefore the difficulty of finding personnel for the development of the project.

If you have little money: PHP specialists are cheaper, no problems with hosting (as long as you start, the simplest virtual one and with a weak resource will suffice). And use the ready solution. There only a DB a feeble link.
If you "chew your ass" money: look for cool specialists, and they themselves will say what they want to write on. This is their prerogative, they decide the path on what is more familiar or more convenient. And 100% unambiguously write from scratch. In both Python and Ruby, the basic functionality of gems catches up in a couple of days.

If you are satisfied with a ready-made solution, take it.
A good specialist should not be afraid of popularity or something else. student, yes, they will not cope.
Cotonti - he has documentation, which is already good. You will write your decision for a month or two, then refine it for the same amount of time, there is a chance to cheat like that ...
And over time, if there is such a need, then write from scratch, taking into account all trial and error.
It's just that your project may not take off or something else, well, it happens, sorry ;)

Choose not a language and frameworks, but specialists.
You don't have to worry about what's under the hood.
If you take hosting, and not normal vps / vds, then only php

I will recommend you Ruby, or rather the Ruby on Rails framework. Yes, hosting will be more expensive than PHP. And if there are no problems with English, then there are a lot of manuals and answers to them on the net.
Not so long ago I made a closed freelance exchange, somewhere in 2-3 weeks everything was completely collected
