A hacker (it doesn't matter if it's an IT specialist or a criminal) is the highest degree of IT qualification. You must know the architecture and design of hardware, OS, low-level programming. Any more or less popular system, language, etc.
You must penetrate the essence of things: not just read books, but try to go beyond the permissible limits of any technology, constantly think about how to get around any limitation. In general, there are two approaches - classical (it's like in universities): first a bunch of matan (which, by the way, is not needed all and not always), then the hardware architecture, OS, then assembler, C, and then up to the web (PHP \ JS and others like them).
Or "top-down", this is when you use some kind of technology, trying to understand how it works.
I recommend that you make a test site at home with various operating systems and network technologies and train.
And remember, all life is a constant study, because technologies are improving quite quickly.
