What kind of work to choose in front-end development in my case (read the question below)?

Tell me what should I do in my situation:
I live in Belarus, I want to roll into the front-end (front-end developer), but there is a problem that I can’t get a job under an employment contract or contract in Belarus for my own reasons (they can hand over a summons from the military registration and enlistment office at work) for one and a half years (as far as I know, they are hired under these contracts mainly).
Therefore, there are two options: either study Japanese, frameworks and try to look for remote work in another country for a front-end developer, or try freelancing and typesetting, but then you have to learn cms.

Tell me, what is the best thing to do in my case, where is it more realistic to make money as quickly as possible, albeit small ones (at least 10 thousand Russian ones per month)? It seems to me that the first option is less realistic, because few people want to hire a person without work experience.
