What kind of style is loaded due to which the site is shifted down?

When loading, some style is noticeably loaded and the page goes down within 30 pixels. when loading, look at the menu block under the slider, the styles are loaded and the menu falls into place, but the style is clearly not related to the menu. The entire page shifts a little lower, as I understand it. Here is a good example:

Chrome 59, no problem. Not like on the screen, not even any kind of moving out

Chrome, resolution 1199 - 992 menu block starts jumping
My opinion media queries and block sizes need to be redone.
I would also bind this block to content with a single width.
The white background is off topic. IMHO
