What kind of MasterCard Virtual appeared in my keeper?

I open the keeper in the morning and see the following picture:
8a38c9b7a4ccd8cd5fe4213e6973c3e8.png
I did not order any cards, I have the opportunity to replenish it.
I was able to get her full details (including the CVC code) on the wm-card.com website, where you can see the balance, etc.
Who knows what it is and why they gave me 200 rubles?

1. Free cheese only in a mousetrap
2. Dear user of the WebMoney system!
Thank you for your active use of the services of our system and we are giving you a gift - a virtual MasterCard card with a bonus of 100 rubles (find out more at wm-card.com/virtualcards.aspx?type=mastercard)! The card has already appeared in your WebMoney Keeper. Don't see her on the list? Log in again to your WebMoney Keeper.
Using the card is simple:
— top up it for any amount from 1 ruble (use the 'top up' option)
— get the card details in an SMS.
By paying the invoice for replenishment of the card, you accept the 'Agreement' wm-card.com/agreements.html and 'Rules of the wm-card Program' /wm-card.com/tos.html Best
regards, WebMoney Team
* Extended card management (transactions, statement, tariffs and much more) - on the site wm-card.com
3. As it turned out, this is a virtual MasterCard card issued by the Network Clearing House. Cards were automatically entered for some WMID residents of the Russian Federation.
After the reboot, the card appeared in the list of wallets.
The card allows you to make purchases in online stores, incl. foreign, on eBay, Amazon, etc. Also linked to PayPal.
The tariff is quite favorable - transferring funds from a WM wallet to a card is 1%.
Maybe I'll try it soon on ticket.rzd.ru

They say that the action is only for individuals, therefore they do not issue a certificate of the seller.

Looks like PayPal's answer. It is strange that it happened so quickly: apparently, they have been preparing since that year.
