What kind of PC can you buy/build for $300? Will photoshop and sony vegas work on it without glitches?

For 300 bucks, if you take a new one, you can get a Core i3 3.3 GHz, 4 GB ram, 500 GB hdd, integrated video, No drive, No OS. Enough for Photoshop, I don’t know about Vegas. If you throw another 50 bucks, then you can put the GT 610 video, and then Vegas will definitely go (judging by the requirements for hardware)

Programs will work on it without glitches, provided that the computer itself is serviceable, and your programs are not broken.
