Of course, we have some kind of "design", but since this is a creation of techies, it looks very curvy. We need a person with a creative artistic humanitarian outlook on life and understanding in the development of my interfaces (because ease of use should not be sacrificed).
Actually the question is:
Are there designers who are able to offer options for a working interface engine of a mobile application and develop a complete design concept and the design of all interface elements?
What is the correct name for these people? What words to look for them in freelancing? Do I understand correctly that you can always see a portfolio of such people?

Of course there are, but this is a purely individual matter. Someone does everything from scratch, and someone can make a design for a ready-made engine. There is hardly any special name for such people. They are the same interface designers (ui designer), like everyone else. In addition to freelancing, you can look for a designer on dribbble . There are a lot of smart interface designers out there. Search by app or ui tags.
