That's right, it's a date and time format. I note that in the lastmod tag you can only specify the date without the time in the format 2019-12-13.

I will describe one more reason, perhaps it will help many.
Such an error (and exactly such a log from Google) can occur if you edited some page (for example, one, or two, or five) and manually edited the lastmod tag in the Sitemap.xml file, not by entering each number by pressing the keys with your fingers, and copied the numbers from the "Properties" window (file properties), for example. That is, they did not write the date and time with their hands, but did Ctrl + V. Visually, everything will look normal and correct, no extra spaces and symbols. And Google swears. This is solved very simply: take any neighboring lastmod line that was not corrected (just from another page), replace the problematic line with it and manually type in the date of the change in lastmod by number. And re-upload to Google Console. And all at once everything will be fine.
However, with the search function in the file, check at the same time whether there are duplicates in Sitemap.xml, whether the same link is repeated several times with different modification times.
