What is tracking in Google Maps API?

Google has a paid option in api maps to track vehicles. What does it mean? Does Google provide a host to send tracker data to and display the data? Or is it just buying the right to implement vehicle tracking on a map?
Here we are making an application for tracking buses. Bought trackers. We will bet. The tracker sends data to our server, and we simply move these markers (there are about 20 of them in one city). Do you need to pay for this? We are just afraid that now we will do everything and we will be stupidly banned because they read the license inattentively (and figs you will find it)

Yes, you understood everything correctly - this is the purchase of the right to display to the public. Google wants to take money from you, since you have it from him, nothing personally, only business.
Yandex, by the way, has the same song.
So switch to Leaflet + OpenStreetMap.
