What is this technique called in web design?

Hello!
I saw on one site the following processing of a photo:

I mean the effect of strokes at the bottom of it. A sort of transition to the next section of the landing page.
What is the name of this thing or how can it be rendered in Photoshop?

I don’t know, I would just take the finished brush from Photoshop, set the desired parameters and paint.

A mask is made on the layer with the picture and painted on it with brushes. Black is absolute transparency, white is absolute opacity, grayscale is transparency.
