What is the way to organize labels or tags for files under windows?

I have a folder structure on an external network drive. Each folder contains hundreds of files: my photos and video archives. Folders and subfolders are named by date or by event. I want to be able to make certain selections from these files, which, ideally, can be controlled from any computer on my home network. But it will work with one computer. Samples, for example, are: “About friend Kolya”, “Travel”, “Successful shots”, etc. I would like to create a large number of intersecting sets from existing files.
So that later you can conveniently work with these sets: copy everything, add files to them or delete them. In fact, I need the ability to batch add tags to files and work with tags.
Let's say Windows 7 has "Libraries", but their minimal entity is a folder, not a file. Therefore, Libraries are not suitable here. Or there are "Keywords" for jpg, but they need to be individually assigned to each file. And I want to batch and to any type of files. Tried Tagg - uncomfortable.
The solution is needed under Windows (I know that there is such a thing in ubuntu and makosi, no need to offer to change seats).
Tell me what to ask Google, what could be the solution.

Utilities should be suitable: tag2find or taggedfrog .
Or we are looking for other options on Google .

sorry ... but doesn't ntfs itself allow you to write comments and tags - tags for files? as far as I remember back in XP it was ... and I used it to create a software catalog

For photos, you can use Picasa. For “any type of files” - I won’t tell you, I think Longhorn’s WinFS should have implemented this as well.

The video (WMV, no other handy) has "Keywords".

Select photos or files, individually or as a group, and write tags and rate.
Of the benefits - native support, files can be transferred, copied between devices / flash drives / network drives and computers - ratings and tags are recorded inside the file, and not in an external database, so they will never disappear.
For more convenient work with "photo ratings" and tags, I recommend installing Windows Live Photo Gallery 2012 (this program is not in Windows 10, unfortunately), which is included in the Windows Essentials 2012 package. Another name is Photo Album.

When installing Windows Essentials 2012, select "custom installation" and set only "Photo Gallery" (photo album + film studio).
After that, in this PhotoGallery (or Photo Album) program, it is enough to put / remove the rating (rating) of the photo with the numbers 1-2-3-4-5 or 0; or add Tags - via CTRL+T. This is a little more convenient than the regular way through windows explorer, as written in the article .
