What is not clear in the definition

Technical writer (eng. technical writer, technical author) - a specialist involved in documenting as part of solving technical problems, in particular software development.

And the requirements for this position?
Specificity can only be indicated in comparison with some other profession, a more general profession.
Difficulty - by what parameter? It seems to be quite a simple profession, if you know some technical base and your native language.
