What is the ServiceRegistryBuilder for in Hibernate?

With configurations - everything is clear. Pulled up, use, ok.
Why do we use ServiceRegistryBuilder and pass configurations to it first? Why is this step necessary?
Why can't you directly transfer configs to SessionFactory right away?
