What is the ready-made web chat within the local network?

There is a need to create a workspace within the same wi-fi network: chat, file sharing. And wi-fi without Internet access. I would like to just report ip_address:port to all participants in such a space, access through a browser. The only but: a possible server can only be on windows 8.1.
