To install the axes, prepared images are used, booting over the network and kvm / ipmi.
Upload the desired image to the server through the hoster panel, put it in the download, connect to the server and install (next next next finish).
Only not through ssh, but rather through VNC. Where does ssh come from on a server without an OS?
But in general, this is practically never necessary, put a clean system to choose from when buying a server and then configure it, or roll it through some tools according to a template (put docker containers inside ready-made or through Ansible you can configure the server itself or by hand).
Usually via VNC (IP-KVM or Intel AMT vPRO). A media (CD/USB) or network (TFTP) is connected to the server.

The axis in the initial version puts the hoster. You have a button in your personal account "Reinstall OS", by pressing which you start the process of reinstalling the axis. ssh is activated automatically when the axis is installed.
If suddenly a hoster that makes it possible to install from its image (I saw one, but it turned out to be a threshing floor) - then usually the hoster gives VNC, where you can mount the image and start the installer from it.
