I live in Kyiv, I work as a civil servant in the field of IT (user support), I also earn money by developing websites and online stores on Joomla. There is a technical education, in 2 years there will be an MBA. I feel that the project manager is just for me.

Leave the civil service. It's next to impossible to rebuild. I know from a lot of people. Many times I hired project managers and people after civil service come with a strong professional deformation. It's very hard to readjust. I think in Ukraine the same as in the Russian Federation.

Freelancing is almost impossible. Salary and working conditions are normal. In order to become a project manager, you need to start working as a project manager. Preferably not in a very large office, but not in the smallest one either.
The most important thing is to understand people and be able to communicate with them in different languages ​​(with business about business, with development about development, etc.), to feel the deadlines. Be able to defend your point of view, tk. the project manager is the one who everyone puts pressure on and who everyone asks.
PS An MBA with no prior work experience is money thrown away.
