What is the percentage of seo benefit of switching from cms to php framework (laravel)?

There is a long-running site on bitr.
The leader is not satisfied that he does not rise above the 30th position. Shop with standard features. 10,000 positions, all payment methods of the Russian Federation are screwed, two-way exchange with 1s.
Now, as I see it, he is misled that if he does everything from scratch on the framework, everything will be much better than now. (the site on the bitr was really added over the years by different teams without documentation, and each team spits on the previous one).
What arguments, in addition to the fact that it is expensive and that seo has nothing to do with what engine or frame it was made on, can be added?
Or am I wrong and the transition to Laravel promises good things?
Is it possible that it is better, for example, to make a new site on cs-cart?

You can come up with arguments both for and against. but it is impossible to predict the growth of traffic and, as a result, rhubarb, unfortunately. we once did a similar task, but based on the cost of maintaining outdated code (and there was still a smell of pre-revolutionary puff), we did not find traffic growth outside the statistical error (.
you can, of course, hope that a clean code will generate pages faster and the bot will it is more pleasant to index it, but there is no clear criterion here.

Watch page loading speed here and there. Where pages load faster, there is a benefit.
