I finally settled on 1000sms.ru\ssms.su\smscourier.ru - this is one organization. The final prices are 1.45\1.50\1.40\1.45 for MTS\Megafon\Beeline\Tele2 respectively. It works stably, but between sending sms and receiving it always takes from 2 to 10 minutes. It's inconvenient, but you can live. And yesterday I found out that it turns out they work only in Russia. You can not send SMS even to neighboring countries. About which there is absolutely no information anywhere! You can not hide such a significant "feature" of the business.
