What is the nonsense with API Level in the Play Market? How can you place level 26 even if only 1.5% of users use Android 7.0?

Are they there in Google completely "collapsed from oak" or am I not understanding something? How to host an application with a lower target API level if it is now possible at all? Or am I not understanding something?

I don’t even have an ARM emulator (for AMD) higher than the 25th (Android 7.0) in Android Studio!

As I understand it, the only existing way out is to make changes to the manifest file? Is this so and yes, can anyone who has encountered this problem tell me?

Definitely. Don't understand the difference between minimum api and target api.
