What is the name of this drawing style?

Butt heads with an artist (not a pro, but cheap). I set the task to draw a man in the same style as in this picture:

I'm not an artist (from the word "completely"), but it seems to me that this is called "Make the arms, legs just lines, make the face brighter, eyes with dots, nose with two dots"))

There is no special name, it's just an illustration of the artist, made by him in a graphic editor and printed by the publisher in his book.
Most likely, it was necessary to more accurately describe what exactly needs to be observed: the proportions of the bodies (thin arms, round heads, uneven strokes), the color scheme, the general “conventionality” and “cartoonishness” of the picture, etc. Often this greatly helps the performer to understand and do it right.
By the way, the picture with the family is a photo/scan of a printed one, so if you need a paper texture under the flowers and muted colors, then this is also worth voicing. in the original picture everything is different))
And this can cost from 500 rubles (for a small picture for the web) to 6000 and more (for a man-made A4 image) and these are just approximate numbers. depend on the qualifications of a particular person and on the size and complexity of the illustration.
PS And with a cheap non-pro, you won’t be able to get 100% into any style) Here you either need a pro right away, or train him so that in the future he becomes a pro, but remains cheap as long as possible))
