What is the name of the UI element for android and ios?

Above is a link with a picture where the ship is in the center, there are 3 footnotes to it (a rectangle with text and a line leading to the ship). Does this footnote have a specific name, like a UI element, or are these elements custom drawn?
If custom, then on the basis of what elements (maybe some standard is overridden)?

This footnote is called “tooltip” / “hint” in English and is always drawn separately.
I didn’t understand about “custom drawn” - it sounds as if something is being generated already on the spot ...
